Technical Curtailment vs. Economic Curtailment
Technical curtailment and economic curtailment are two distinct reasons why a generator may reduce output below what it could otherwise produce. The difference matters because the operational cause, commercial consequences, and potential compensation treatment are often not the same.
Technical curtailment is tied to system security needs, while economic curtailment is tied to market value. In practice, both can affect the same plant over the course of a year, but they imply different solutions and different interpretations of project performance.
Key Aspects of Technical vs. Economic Curtailment:
- Technical Curtailment Is System-Driven: This form occurs when the operator instructs output reduction to avoid violating thermal, voltage, stability, or other security constraints. The generator is curtailed because the grid cannot safely absorb the power at that time.
- Economic Curtailment Is Market-Driven: This form occurs when continued production is commercially unattractive, often because prices are zero or negative or because imbalance exposure outweighs expected revenue. The plant could inject physically, but chooses not to.
- Different Commercial Treatment: Compensation, contractual recognition, and regulatory treatment may differ between the two. A project agreement may cover operator-ordered curtailment differently from self-selected economic shutdown.
- Important for Performance Analysis: Separating technical from economic curtailment helps identify whether the main issue is network limitation, market design, or project strategy. Lumping them together can hide the true source of lost value.
- Different Mitigation Paths: Technical curtailment may require grid reinforcement, dynamic controls, or storage near the constraint. Economic curtailment may be mitigated through hedging, hybridization, flexible operation, or better market access.
