Load Forecast

Planning & Design Updated: 2026-03-16

A load forecast is an estimate of future electricity demand over a defined time horizon. Forecasts may cover the next few minutes for operational balancing, the next day for market and unit commitment, or many years for generation and network planning.

Load forecasting is fundamental because almost every planning and operating decision in power systems depends on an expectation of future demand. The quality of the forecast affects not only reliability, but also fuel cost, reserve procurement, market efficiency, and infrastructure investment timing.

Key Aspects of Load Forecasting:

  • Multiple Time Horizons: Short-term forecasts support dispatch, reserve planning, and balancing, while medium and long-term forecasts support maintenance scheduling, adequacy assessment, and network investment. Each horizon uses different data and modeling emphasis.
  • Weather Sensitivity: Temperature, humidity, cloud cover, and other weather variables strongly influence electricity demand. Forecast error in weather inputs is often one of the biggest drivers of load forecast error.
  • Modeling Techniques: Forecasts may use regression, time-series methods, machine learning, or ensemble approaches. Good practice usually combines statistical rigor with system-specific engineering understanding rather than relying on one generic model.
  • Changing Demand Patterns: Distributed generation, electric vehicles, demand response, and new industrial loads are changing traditional consumption profiles. That makes historical extrapolation alone less reliable than it used to be.
  • Operational and Planning Value: Accurate load forecasting improves commitment decisions, reduces balancing costs, and supports better transmission and generation planning. Poor forecasts can create both unnecessary operating cost and real reliability risk.
