Frequency stability is the ability of the power system to maintain or recover frequency within acceptable bounds after a severe active-power imbalance. Typical causes include the sudden loss of generation, a large block of load, or separation of an interconnected area from the rest of the grid.

The initial rate of frequency change depends mainly on system inertia, while the subsequent recovery depends on governor response, primary reserve, fast frequency response, and load relief. If those mechanisms are insufficient, frequency can continue to decline or rise to unsafe levels.

Key Aspects of Frequency Stability:

  • Active-Power Balance: Frequency is the direct system-wide indicator of mismatch between generation and demand. A deficit in generation causes frequency to fall, while excess generation causes it to rise.
  • Role of Inertia: Inertia does not restore frequency, but it slows the initial excursion and gives control systems time to act. Lower-inertia systems therefore experience faster and more severe frequency deviations after the same contingency.
  • Control Layers: Frequency response comes in stages, including inertial response, governor action, fast reserve, and slower secondary restoration. Stability depends on the combined performance of those layers rather than on any single service.
  • Load Shedding and Protection: Underfrequency load shedding is a last-resort defense used to arrest a falling frequency when normal reserves are not enough. Poorly coordinated settings can either fail to save the system or shed more load than necessary.
  • Modern Grid Challenge: As inverter-based resources replace synchronous generation, maintaining frequency stability requires more deliberate procurement of fast response, synthetic inertia, and grid-forming capabilities where appropriate.
