Frequency Regulation
Frequency regulation is the continuous, real-time balancing of generation and load to keep the system frequency at its nominal value (50 Hz in most of Europe, Asia, and Africa; 60 Hz in the Americas and parts of Asia). Even small mismatches between supply and demand cause frequency to drift, so regulation resources must adjust their output second by second.
Key Aspects of Frequency Regulation:
- Three Control Layers: Primary control (governor response) acts within seconds to arrest frequency deviations. Secondary control (AGC) restores frequency to nominal over 30 seconds to several minutes. Tertiary control (manual or scheduled reserves) replaces secondary reserves over 15–30 minutes so the system is ready for the next event.
- Area Control Error (ACE): In interconnected systems, each control area calculates its ACE, which combines the frequency deviation with the deviation from scheduled power interchange. The AGC system drives ACE toward zero by raising or lowering participating generators.
- Regulation Resources: Traditionally provided by fast-ramping thermal and hydro generators, frequency regulation is increasingly supplied by battery energy storage (with sub-second response) and aggregated demand response. Batteries have proven particularly effective due to their symmetric up/down capability and near-instantaneous response.
- Performance Metrics: Regulators and reliability organizations (such as ENTSO-E in Europe or NERC in North America) define performance standards including frequency deviation limits, time error correction obligations, and control performance scores (CPS1, CPS2) that each balancing area must meet.
- Renewable Impact: The displacement of conventional synchronous generation by variable renewables reduces the system's natural inertia and governor response, making dedicated frequency regulation services more critical and more valuable in high-renewable grids.
