Automatic Generation Control (AGC)
Automatic Generation Control (AGC) is a centralized, closed-loop control system that continuously adjusts the power output of participating generators to maintain system frequency at its nominal value and to keep net power interchanges with neighboring control areas on schedule. AGC is the backbone of secondary frequency control in interconnected power systems.
Key Aspects of AGC:
- Area Control Error (ACE): AGC operates by computing the ACE, which is a weighted combination of the frequency deviation (Δf) and the net interchange deviation (ΔP_tie). The formula ACE = ΔP_tie + B × Δf (where B is the frequency bias setting in MW/0.1 Hz) ensures that each control area corrects its own imbalances without interfering with neighbors.
- Control Cycle: AGC sends raise/lower signals to participating generators every 2–4 seconds based on real-time telemetry from SCADA systems. The control loop filters out short-term noise while responding quickly enough to keep frequency and interchange within acceptable bands.
- Participation Factors: The AGC signal is distributed among participating generators according to participation factors, which reflect each unit's ramp rate, cost, and available headroom. Economic dispatch algorithms often run in parallel to optimize the distribution of regulation effort.
- Performance Standards: Regulatory bodies define performance metrics that each control area must meet. In North America, NERC's CPS1 and BAAL standards measure how well AGC maintains frequency and interchange. In Europe, ENTSO-E defines Frequency Restoration Reserve (FRR) activation requirements with similar intent.
- Integration with Renewables: As variable generation displaces conventional plants, AGC must handle larger and faster fluctuations. Modern AGC systems incorporate wind and solar forecasts, battery storage as regulation resources, and adaptive control algorithms that adjust participation factors dynamically based on forecast uncertainty.
